Pretty tough no parking laws around there.

I imagine it was a confiscated car for drunk driving, drugs or such. Could be a newyorker tried handing the police a bribe after speeding. Actually since guns are involved it even more likely an out of stater tried hunting without a license and by law the gun and what got him there are confiscated and automatic property of the state. Game laws are harsh and slam a guy without a judge and jury. Sure gets the point across posting a video of shooting the car up. Heck maybe a guy is about to go through the final steps of his wife taking him for everything. She can have the car.
