I am pretty sure it is the seat belt on the drivers site. Looking at the service records there is a history
-Can anyone tell me what the seat belts have to do with the air bags?
-What are the monitoring?
-Is their anyway to just disable this? With a resistor or something across the line to simulate the loadthe ECU is looking for. If in fact thats what it is looking for.
Can someone please educate me on this so I can fix it.
I think the reasoning is that the airbag will not deploy if your seatbelts sensors are not on or the sensor are not not working properly. If the crash w/o seatbelts wont kill you... the bag will... But I would of turned on the airbag AND the seatbelt signal. To help the common folks.
If the 996 is anything like the 997 then you could have a problem within the seat sensors. There are sensors at each corner of the seat. If one starts to go, then you can only replace the seat bottom.
My 99 has this problem. Previous owner didn't want to spend the 400-800 quoted by the delaership to replace the seat belt piece and one other thing that I forgot. Obviously I have also decided to not spend the money. From my PPI they wrote on the sheets that this light does not effect the airbag from going off/on.
And yes everytime I stop by dealship they turn the light off...but what a pita.
I may have parts you need to fix, I bought the buckles all boxed up and new a couple of years ago at Hershey, never needed them since my airbag light was the clock spring. I can see what the part numbers are if you like.

Correct but since the car is a '99 it may be a bit more complicated as, apart from the belt buckles it may include a problem with the ground wiring harnesses and the airbag control module itself.

Airbags will deploy with a fault present at the belt buckles or even if they are completely disconnected.
Now if the problem is in the control module or sensor then that is another story.
I "reset" the light on my dash with a small piece of black plastic-backed electrical tape...
I have already replaced both seatbelt continuity units over the life of the car, and the driver's airbag, and the clock spring. Whatever it is this time, will just have to wait a while. And if it turns out to be any of the already mentioned parts, it will never be repaired.

As 911slow mentioned, it could be the grounding harness. I purchased a harness but ended up not installing it due to a simpler fix. I tried a spray called DeoxIt that cured my light. The light never did came back on despite several years of daily driving. I seem to remember it being a kit with two spray types and IIRC was purchased at Radio Shack. If you end up needing the harness, send me a PM and I will look for it
