Its an animated gif created in photoshop. Basically, selected the rims, changed the color, saved each color rim as a separate jpg file. Then created a master jpg file with layers for each rim color, copied & pasted the individual rim color jpgs into the individual layer, then did window->animation, set the frames and timing, then did a "save for web" and selected the gif option. Photoshop created the animated file. Hope this answers the question.
