Put it in the tank with low fuel, then fill . See can for mix ratio. ( can of BG 44K to X gal of gasoline )This way it will be well mixed. Don't fill again until very low.

What others have said. Generally, and unless the instructions on the bottle of whatever you're adding to the gas tank state otherwise, the lower the fuel tank's fuel level the better.

3/4 full is probably as full as you'd want it to be cause you can add maybe 4 gallons before the fuel tank is full. 3/4 tank may be too full if the instructions say mix with 10 gallons or less of fuel.

1/2 a tank or 1/4 a tank of fuel is better. No need to run the tank so low as to cause the low fuel level light to come on.

Dump in the stuff -- shaking the bottle if instructions say to do so -- then pour the contents in the tank filler and add gasoline.

BTW, I used to have a diesel Golf and once in a while I added a diesel fuel treatment. Name escapes me but it was a name brand additive and highly recommended.

I didn't shake the bottle -- instructions didn't call for it -- but had dumped quite a bit of the contents of the bottle into the fuel tank and stopped and looked in the bottle to see how much was left. Not much but in what was left was small blob (marble sized about but flattened out not round) of water/nasty stuff. I discarded the rest of the bottle. This was particularly distrubing cause many owners recommended when changing the engine's fuel filter to instead of refilling the filter at the dirty end (the fuel inlet end) with fuel to pour in a bottle of this stuff at the "clean" end of the filter (the filter outlet end). The idea was this stuff would be pumped through the fuel pump upon engine start and would help clean and lube the fuel pump upon the first engine start after replacing the fuel filter. I can't imagine what that blob of stuff would have done to a very expensive high pressure fuel pump and possibly fuel injectors too.
