One - outside (first it's a long black sticker, then it's the lettering sticker); two - no issue for the wipers to go over it.

P.S. I've found that the best way to apply decals like this is to first start with a very clean surface, then apply soapy water. Then lay the sticker/decal over the water - this will allow you to slide it around so the position is perfect, and to squeegee out any bubbles (like with a credit card, or even your fingernail upside down). For a windshield banner like that, do the black piece first, then let it dry so it has good adhesion before doing the lettering. For the lettering, it's the same technique, but let it dry a little bit before removing the masking tape backing (this is what holds the letters apart at the right spacing.)

I would like to just get a silver sticker, no lettering, that matches the arctic silver... anyone seen these anywhere?
