Howling noise (hole behind gas door??) Pic inside

so ive been trying to diagnose this howling noise from the fuel cap area. It sounds like someone is blowing on top of a coke bottle. i just realized there is a tiny rubber hole inside the gas cap access panel on the right. it sucks air into it and its making a howling noise that is very loud and annoying. anyone know how to fix it? it stops when i plug my finger over the end... im pretty sure its a vent tube for something...

There is a rubber water drain hole, but that is at the bottom, not the right.
