Is there a way to program a spare key to my 996 without having the dealer do it?
I bought a key on eBay and need to set it up for my car.

No, and the key must have the white tag on it with the keys programming number. It's on the white tag.

If you don't have the white tag the dealer can't program it.

So though in theory an indy with the right equipment could program it, -given the code tag- I have yet to see an independent shop that can.

I do not know of any, I guess they need a PST2?
Try and convince your dealer to change you a half hour labor instead of the hour they charge for a 10 minute job.
I was able to after a little arguing.

Yes, my Indy in Jacksonville can program keys.

Sunset in Oregon quoted me 1 hour to "re-introduce" my key fob to the car. I will be keeping that key as my back-up until the other fob stops working.
