I want to lower my 04 C4S about 1 inch all around. But I don't want to spend a bundle on doing it. Do I need to replace all of the shocks and springs, or can I just replace the springs only. Any suggestions on a possible set up?

You can't not spend a "bundle."
Replacing springs only will make the shocks deteriorate faster.
Search for PSS9, PSS10, x73, or Bilstein Sport Shock/Eibach or H&R spring setup.

+1 Keep an eye on the classifieds, or be prepared to spend a couple grand, plus install and alignment

How many miles are on your car, Jim? If there aren't too many, you should be able to just go with springs without negatively affecting the rest of the suspension. That said, your car would certainly perform better if you went with one of the kits mentioned above. Also, you would need an alignment after the springs are installed.
