he would still have to paint the bumper, and the rest of the car that needs patching and painting, unless you can find a mint bumper already painted its not going to save any money

Always better to find a new unpainted bumper and lay new paint. Any used bumper will have chips and rash unless unusual. Any repaint on urethane is less desireable. New from Sunset bumper was just over $700 plus S&H. My new one for $400 shipped was a good deal. (though it did have a small chip on the edge near the right headlight. Not really noticeable, and probably why it was not used.

How many of the chips are on the bumper versus the hood and fenders, Dennis?

The fenders have a few, nothing bad. The hood has more, but again, nothing crazy. The bumper has the majority of the chips.
The C4S bumpers cost a little more, but it may be worth it. I've also considered moving to a GT2 bumper if I have to make the change.
