If your fully charged battery (should be ~12.8V fully charged) drops to 12.3V quickly with 0.17A draw, then most likely your battery is on its last leg. You could disconnect the battery from the car and let it sit for a day or two and see how much the voltage drops. It should be no where near 12.3V.
