Tire noise is just that - attributable to the tires and not the car.

The road noise comes from a number of areas: i) tread design of the tire. ii) wear and damage to the tire that causes regularity in the tread - regularity creates regular noise. iii) hysteresis in the tire. The bulk of the noise comes from tread issues.

Tire tread design is usually (I say usually) intended to minimize road noise, but not all tires are created equally and some are quieter than others.
