Default Brake pressure when Parked

On my '03 C4S I notice that the brake pedal becomes very stiff when the car is shut down for longer than 5 minutes. I know there is a pressure reserve that is supposed to maintain braking pressure if you lose engine power while moving for at least 1-2 pumps. On my other cars, the brake pedal only becomes stiff if you pump the brakes while the engine is shut down.

Is this indicative of a fault?

<shrug> I've always likened my '99 C4's brake feel to pushing your foot against a brick wall, but man it sure stops nicely.
