Apparently you have to replace the entire thing...
I've ordered another "Steering Column Switch", part number 996.613.219.10
Has anyone replaced this? Any suggestions for doing so?

I've not done it in the Porsche, but I did do it in my SUV last year - it's not a difficult job - take off the housing to the steering column and change out the entire unit - getting the connectors loose without breaking them was the hardest part of the job for me.
I'm away from home right now, so cannot post the schematic, but if you're nice to Tim he should be able to post it for you.

My turn signal doesn't return back to center after I complete a turn, and to fix it they need to replace the entire stalk - which was something like $700+ just for parts.. so I figured I'd just go ghetto style and return it to center manually.

Drop Tim a PM, I got mine from him.
If it's the same as my SUV (I'd expect it to be the same principle), then it should be as simple as taking off the housing - that will take a little patience to get it in and out of position, but the entire switch assembly for all of the stalks should be a single module. I'd expect there to be at least 2 connectors that you'll have to work in and out.
Be patient with the connectors, as you don't want to break the retaining clips - also, do it on a warm day, or in a warm garage, as the plastic will be more pliable, easier to manipulate and less likely to break.
Good luck. My wife says not to curse as much as I did when I was doing the job.

Get a T25 Torx and a 24mm socket with extension.
Disconnect the battery or you will be taking it in to reset the check airbag light.
Through two holes on the back of the wheel with a T25 remove the airbag.
Disconnect the airbag and horn cables.
Remove 24mm nut and washer holding wheel. Before this you can either mark the wheel position carefully for re-assembly, or do what I did and drive for a block or two and adjust the wheel a couple of times.
Remove P1 screws holding steering column shroud in place.
Remove P2 screws and remove airbag spring.
Loosen M5(?) nut holding stalk in place.
Disconnect stalk wiring and pull towards you to remove.
Reverse
