Have you checked the sockets where the Litronics plug in?
Sometimes a wire connector can get pushed out of the main connector - or worse someone broke the connector. This is the part that stays in the car when you remove the headlight assembly.

As I recall the tech said as he was hot testing the connector, he said "some of them look pushed in"...is that fixable?

Take it someone with an electrical pin removal/insertion tool (about a $50 tool).
They should be able to reinsert any pins in the socket - as long as the socket or the socket mount are not broken.
If the socket mount is broken then you will need to replace the housing (or reach behind and plug in the headlight by hand).
