What are you taking the rivet out of?
In sheetmetal, pretty much yes.
Knocking the head off with a chisel is another way but dont it on sheetmetal, only if it is thicker than sheetmetal.

Or are you talking about the expansion rivets that hold the plastic in the wheel wells? If you are, no you can pop them out with a screw driver. You might bust a couple so have some extras handy.

Yeah, twist the head of the rivet with a wide standard screw driver. Then use a piece of wood or something to lever the thing out with the screw driver. (Like a seesaw) It's plastic and some will break. If the head pops off just push the shaft part into the rivet until it pops out the back side. You'll need a small driver or pick to do that. Good luck. Once you get one out you'll see how they work and it will be easier to get the rest out.
