Default bad belt tensioner?

does the spring on the tensioner loose its "coil" spring? When I was at the track, my car went into limp mode but no cell. The rpm wont go past 1200. I opened the hood and saw the pulley "tensioner" springing (occillating) back and forth with the belt still on. I stopped the car waited a couple of minutes and started just fine, no more rattleing. I suspected that I down shifted and jarred the belt (slipping and catching... and started the occillation of the pulley since it is spring tensioned). The dme sensed some vibration and put intself in limp mode. Is this a sign of a bad pulley... both the rollers are brand new and wonder if the tensioning spring is going bad. Anyone have any info on this belt tensioner? and how to replace the arm that holds the roller... and how to replace the spring?
