I think Silver looks good on blue. Here are my 19" Challenge wheels on Lapis Blue:
Had an overcast so you cant tell how good the silver looks in these pics.
Oh! To answer your question I would go with gloss.

With Blue I have to agree stay with silver. I just had wheels for my Black 996 powder coated Black (Gloss , color called Wet). They charged 100 per wheel but that did not include repairs, such as a refinser would do. These are my track wheels so I did not want to get nuts with the exspense. Have not had time to photo yet and car is at the shop getting Roll Bar put in so No Photos for you. I highly recomend powder coating over DIY. They also have some metalic silvers and some realy cool two tone stuff. you might Goggle for some powder coat samples.
