Just an FYI, here in Texas, there is a statutory cause of action for Deceptive Trade Practices. As I recall, part of the damages allowed includes attorneys fees. There are some other benefits to plaintiffs under the deceptive trade practices act as well, such as actual damages and exemplary damages. For example, you may be able to recover for any out of pocket for CPO's, transportation of the car, gas, etc. etc.
I don't know if you have an attorney barred in Texas, but if so, you should look into that attorney bringing an action on your behalf to recover everything you lost - AND the ATTORNEYS FEES you had to pay. I think there is also some ability to get ENHANCED DAMAGES for willful fraudulent actions - so you should keep printed records of everything (including the new add with the same car advertised with no notice of flood damage).
