Exclamation Lights Issues (2)

I finally moved my a** and decided to change all the burnt bulbs in the car. There were about five of them (2 side markers, 1 number plate, 2 rear parking lights out of four).

1) Should any of you experience that the right side parking lights are always on (while your engine is running and/or after turning the ignition and leaving the key) even though you have not turned the lights on yourself, THIS IS A SIGN THAT YOU HAVE A BURNT BULB. Change the burnt bulb and the lights will NOT go on when you switch off.

2) Does anyone know why a specific bulb keeps on burning even though I just changed it? What shall I do to prevent bulbs burning?

System voltage is running too high, could be alternator/regulator assembly or it could be an intermittently poor, high resistance, to or within the battery itself. Alternator will generate inordinately high voltage peaks with high resistance to the battery.
