Post PCM II vs (eg.) Audi Nav

Audi's Nav system is pretty basic from a road detail, and especially from a points of interest point of view when compared with for instance the Honda Odyssey nav. system. Nonetheless, it uses 7 disks to cover the entire US.
If PCM II only uses 2 disks (and I'm assuming that they're CDs, not DVDs) the amount of detail must be a joke. I also understand that PCM I used 7 disks (like the Audi system). Does that mean that the amount of detail and points of interest have actually been reduced instead of augmented?
