It's a clear plastic paint proctection film. The film itself is actually made by 3M. Different companies like Armourfend, Xpel, and Stongard buy it and then cut it into panels that are designed to fit on different cars. They then recruit and train installers around the country who buy their pre-cut kits and do the installation. Some of these companies will sell to individuals if they are foolhardy enough to attempt to install it themselves.
You can find more info about how it goes on at their web site. Prices vary by car but I think a 996 generally runs between $700 and $1000 depending on whether you have an aerokit or not.

I agree with Karl. I had it done by a professional. He came to the house with his equipment. My cost about $600 to do my 02 996 w/Turbo front nost.
I watched him apply and took some pics. Karl is absolutely right. It is not an application for the amateur.
However IMNO it is well worth the money! I've got some installation pics on my website www.986host.com/gallery/doncapecod Go to pp 22,23,24
When it's done you can hardly see where the film has been applied

I had it done on the M-5 when they hadn't even seen one yet (Late '99)and after 64,000 miles I couldn't be happier!
I had it done to the C2 as soon as I got it and have not regretted it ever.
I track both cars, and that is where you really get the pay back. Small stones at 140 mph carry a lot of energy to a painted surface!
I had it done in Rye, NY (the HQ) and it was done in a couple of hours. It was well worth the drive.
