Try PhotoShop or ACDSee.

When I open up the picture from my a: drive where I had it saved, I just right clicked the mouse while on the pic and it give me a list of options. I clicked on the edit option and it opened up a small (1/4 size of my monitor screen) window where I could edit the pic. at the top of that small window there was the option to click on image and in that menu to click on image attributes. Finally, in that image attributes menu I just changed the pixel size from its current setting which was 500 something X 400 something to 180 X 180 and then did a "save as" to save the pic with a new name. Then in the avatar edit box I just uploaded the new file named picture. Hope that helps some more.
