Unhappy Fun Road Wasn't Fun!

Took the fun route home from work today instead of sitting on the freeway. It's a route through the hills. Unfortunately, several miles had "construction" signs posted, and they had spread a thin layer of gravel across the entire road. So instead of having fun, I toddled along grimacing at the rain of gravel flying all over the place.

Why would they do this? Is there a functional reason, or is it just to slow people down? This road is popular with motorcyclists, and I know this ruins it for them also.

(for Bay Area folks, it was the stretch of Calaveras Road above Fremont, between 680 and the Alameda County line. The road is ok from Milpitas up to the county line, and then... I recommend avoiding that road for at least several weeks, and maybe until we've had a couple of good rains in the fall).
