Default Steering wheel noise/Need help spending $$$

In my 1999 C2 with 18" and 3-spoke steering wheel (27k miles) I have been hearing a click/ping sound when making hard turns..... I thought it was suspension or steering linkage, but now realize it is something to do with the steering wheel because I can move the wheel left or right (a little) and create the sound. Is there a worn bushing or some other way to fix this annoying problem???????????????????????????

PS- Got my car backed into the other day (front bumper scratched, small fender dent). Insurance gave me $1500 to repair damage (including a replacement front bumper)......how should I spend the money??

With regard to the $1500 question, the fender will get fixed, the bumber is cracked behind the sidemarker light, not noticeable at all. Because the Insurance Co. gave me money to replace the bumper, I can ether get a new (presumably aftermarket/upgraded) cool bumper, or no bumber and do another mod to the car...... of course I am going to fix the car! Make it better!
