early v. late 99

I've seen mention on this board of the early vs. late 99 model and that the later incorporated some changes, and according to some on the board the Post-July cars are best, while my local P-car dealer said September was when the changes were made. My questions are:
1) Exactly what changes were made in the later production run that makes them better?
2) When were the changes made (Production month and/or Vin numbers)?
3) Are there any visual clues that differentiate the early v. late 99s?

I picked up my old 996 from the dealer in April '98, it was the first one they delivered. At the time I speced it out, there were a number of options that weren't available at the time (xenons, 3 spoke steering wheel, etc...mostly cosmetic stuff). I sold it in July and got a GT3. I drove it for 31k miles and only had some very minor issues with it that were easily fixed. It was a great car. Don't be afraid to get one that's been well maintained.
