Default Resonance Valve

Do any of you know wheather the resonance valve is closed at idle? This is the valve the is in the middle of the intake crossover tube that is on the top of the engine closest to the back seat. I was under the impression that it should be closed from idle up to about 5,000 rpms. Mine is not closing until about 1200 rpms.

You can see if the valve is opened or closed by using a flashlight and looking at the valve with a flashlight when the engine is running. The pivot point you can see in the center of the tube is rectangular in shape and will inticate closed when the long side is up and down. With the engine off, the valve will be open.
