I have a 99 996 that has a cold start rattle emanating from the engine and immediately goes away when I have oil pressure. Doesn’t do it when it’s warm. Can I replace the Three tensioners without removing the engine?

In a word, yes, the three external cam chain tensioners are serviceable with the engine in place and are most likely the cause of your startup rattle.
