Decode this casting stamp...
Any thoughts?

That is the date that the part was cast. November 13, 1999. The stamp is a set of concentric rings that can be spun to set the date by the person making the casts. 0-1-2-3 on the outer ring. And then the inner ring is 0-9 is to set the day. You can see there's a hash mark around the 11 o'clock position, on the left side of the outer ring, that points to the 1 and the 3. "11" printed in the middle is the month, and then you can see the year 99 is on the opposing side of the 0-1-2-3 outer ring.

It’s very interesting to me because the engine in my ‘99 (built Sept. ‘98) was replaced at some point. The engine ID plate has been hand stamped with “M96/01 AT” with no other numbering. The engine has a confirmed double row IMS so it was clearly produced before mid-2000 or so.
