Default Roof rack attachment point - can it be replaced?

Hi all, my '99 has one roof attachment point that has a frozen bolt that can't be drilled out (broke an extractor in it) and I'm looking for ideas...

I think it is this part - Roof Panel Plate - Porsche (996-504-911-00) but not sure if it will require a body shop with welding/painting or if it disassembles from under the headline.

Yes they can be unbolted from under the headliner.
mine has the bolts frozen also, early cars used a steel screw in them and later cars mk2 I think changed to plastic to keep the threads sealed.
I never found part numbers for them either but then again I didn’t look real hard.

On roof racks, never seize is your friend.. along with brass bolts..
