If the rotors are truly long overdue, it's reasonable to expect that there is a decent amount of rotor wear. If you replace just the rotors, the old pad face will not match the freshly-machined rotor; there will be reduced pad contact with the rotor surface until the high spot(s) on the pads wear away.

Without eyeballing (minimally) or measuring with a micrometer the wear on the pads, I'm not comfortable answering the question.

If this was my car, the pads would go into the recycling along with the rotors. Brakes rank pretty high up there on the safety equipment list...in my opinion, trying to save a few bucks by recycling half of some stranger's last brake job just doesn't make sense.

Re-use the pads. You'll be fine. Go easy on the brakes for the first few miles until the pads mate to your new rotors (i.e. don't expect 100% emergency stopping power for the first 100 miles or so).

Single sample,,, My Jeep Wrangler with big tires that gets driven hard, has 250K miles on it.
The rotors have 200K on them, Never turned, I run soft pads and change them at about 40%.

Lots of ways to get from a-b.. I was just giving a example of why you can do it.
