Also, you can wedge something to pin the gas pedal to WOT and check the play at the throttle body. You can even pull the air filter housing and look at the butterfly valve to see if it’s all the way open. I’d do this before adjusting anything.

OK, I tightened the cable just enough to take up the slack but the throttle butterfly is still closed and against the factory stop. The butterfly appears to be slightly more open at WOT now, but it's not parallel to the airflow. I suspect this is normal, but I'm hoping it breathes better at high RPMs!
