I haven't examined the old ones, but the new GT-3 skirts have to provide some aerodynamic downforce because they have an inclinded ridge that sticks into the airstream flowing along the side of the car. From the look of it I'd guess 10 or 15 lbs. per side, i.e. still pretty negligible. Its also looks about the same as someone's arm, so you could probably test this if you stuck your arm out the window (along the side of the car) and angled it down slighty.
