On the street, I find it hard to believe that you could experience a tangible difference in car control between 32/38 and 36/44 (stock). I mean who gets significant understeer on a public road? Where do you get to pull more than 0.8G on the street? For my 5c, its more about ride comfort and for that reason, I run a little softer than OEM at 32/40.
On the track, its a completely different story. With R Comps like MPSC's and Perelli Corsa's, I tend to run 22/26 cold to give 25-26/29-30 hot. Hoosiers start at 30/36 cold and bleed off to be 34/38 hot. Here a difference of 2psi can be up to 2 seconds a minute in lap time.

Agree 100%. Street tires should be fine in the 34-38psi range. You may notice different behavior/wear below 30 and above 40. But if you notice a real difference between 32 & 38 whilst driving on the street you are invariably breaking several traffic laws.

I do not agree
The OP question is stressing on two words, fast and winter.
Driving on autobahn in winter, with 2.2 bar (32) or 2.6 bar (38) in the front tyres, will have a HUGE difference with my geo ROW sport setting, and Michelin tyres
I hope some RL's who drive regularly in Germany as I do will chime in.
Of course I mainly drive much slower than I do on the autobahn, but the setting that suits me at 200 km/h in the rain, gives me assurance at 60 - 100.
