Right front locking up?

Right front locking up?
Why would the right front wheel lock up under heavy braking? The road was a bad surface but I thought the ABS should have kicked in.
It also pulled to the right a bit to, and to be honest it was a bit unnerving.
What should I be checking? Air in the system? Somethings not right.
I would be greatfull for any advise.
