Default Car cover

I have a Porsche 993 car cover that has what looks like two valves at the respective sides (more or less by the doors down at the bottom). What would they be for?

...the cable and locks to secure the cover from theft.

Also good for bungie cords to keep the wind from blowing it off.

You probably know this, but don't cover a "dirty" car and make sure the car cover is clean.....especially the underside.
