The only cars i have ever seen even come close to that dirty are the trucks gardeners haul their crap in.

I would have the local police check it out to make sure no one is in distress in the house or something else less desirable going on. These cars look abandoned, it's possible something ha shapped to the owner.

I've seen the owner and asked him about these cars. For some reason, he just doesn't care about the condition of the cars and he doesn't want to sell them. Other than that, that's all I know. I think with his large amount of money and possibly little time, these cars are simply decoration for his driveway.
