Default what is acceptable vacuum at turbo inlet?

My tuned engine is suffering from lack of air flow.
I suspect that stock inlet pipe from air filter to turbo is too restrictive, made from too small diameter - those last parts, stock plastic pipes, are only 51mm(2") ID from end of turbo!
I measured (under)pressure at turbo inlet. It was 0.16 bar (2.4psi) vacuum when acceleration hard with 5th gear.
Is this value acceptable?
There isn't much room to make larger inlet pipes to turbo..
Does anyone have same problems?
