Default Headlight Washer Question

Headlight washers have never worked since I bought my car (and yes, Ive been testing withwith lights switched on), so I finally got round to pulling off the relay cover and pushing the contacts - only to be blasted by a jet of water !

So the motor & pipes are OK. But how can I test whether I have a faulty relay, or faulty stalk switch?

Thanks in advance for any suggestions.
