1. Was wing noisy beforehand? If extremely noisy, it could be frozen gear box.
2. Do you hear ANY noise when operating switch with car off but in accessory position? If quiet:
My first (semi educated) guess: bad console switch
2nd guess: bad limit switch that cuts off the power to the motor, overriding the console button press
Things to check:
1. console switch
2. motor
3. wing transmission/gear box
4. two switches to limit travel of wing
5. wiring and connectors between these things
Things to try:
Open the console and check connections, try shorting terminals to bypass switch incase its gone bad and see if you can get wing to move up/down (know what you are doing BEFORE shorting terminals like this. Alternately, you can remove wires and measure resistance with switch in up/off/down positions). If "bad" start dousing the switch in electrical contact cleaner to see if it helps. You may be able to disassemble and clean the switch...LOTS of small parts to lose, so work in a place you can find parts you drop...it will happen).
Check connections under wing first since they are easy. Use electrical contact cleaner on all connections and douse the limit switches on the wing (as a "while you're in there", and in case the switches are going bad).
Disconnect the gears from the motor and try again to rule out a frozen gear box (it's pretty simple, a lock ring and pull out the drive cable IIRC). Check for 12V at the motor with switch on (requires 2 people or put the voltmeter on the back window facing inward...).
If no 12V: console switch, limit switches or wiring could be issues.
Later stuff to check:
Apply 12 V to disconnected motor and make sure it moves properly.
Operate disconnected gear box (and wing) via the cable by hand, wrench, or slow speed drill.
