Considering how bad some older 911s get (longitudinals, gone, rockers, gone, etc.) if that all the rust it's got it shouldn't too bad of a project.
That isn't entirely the point. Considering how long at this point Porsche had been using galvanizing, this car shouldn't rust that badly. England of course gets special consideration.....!
I'm going to guess it sat under a tarp or cover in a very humid environment. Tarp/cover trapped the moisture.

Another shot of the front windshield ... where is the original rubber seal?
It appears to be the black strip above the rust hole? Looks there to me.
I offered him $15k and then made my way to $18k.... he ultimately said he was holding out for closer to his asking price. I'm sure $20k quick would do it but I'd rather just try to find a project without rust for $26k. it does say 43k original miles though. He says it "Runs" (saw it run his self), but it needs a fan bearing, alternator (appears to be missing the fan housing too), is missing the crank pulley and AC bracket. He says interior is "in decent shape but would benefit from a makeover".
At 20k, it will need $5k minimum min bodywork, $1500 in engine parts, lots of labor and who knows how the paint is, the interior or any additional issues. It COULD be a $40K+ car but man, no sport seats and lots of "Who knows" issues. I'm still tempted though... LOL.

There are some pretty nasty older galvanized 911s out there. 993s would probably get there eventually in the rustier climates except now they're being taken off the roads and into collections.
That's plain silly. Anytime there is that much visible rust, you can be assured of much more hidden.
I wouldn't pay $22k for a pile of 993 parts, if the rust wasn't a factor.
Just guessing about this 993 but I'd say most of the rust on that car (around the seals) looks like it has been sitting exposed to the elements. The underside of the car may just be fine if it hasn't been driven through salty winters up north. That's where things get really expensive and unsafe to drive.
If it rusted that much, it could also come from a botched repair, what tells you this car hasn't been salvaged or repainted badly early in its life. I wouldn't spend a penny on this
