I've looked at my early notes when I sniffed the Scantool.exe and my hand written notes outlines what you show in your text file - ACK is the response from an "Actual Value" request, no info is relayed at that time. I can't answer the question on how the scantool gets actual values.
I also see mention of 0x14 as a prefix for digital values from switches - WOT, Idle. I have to get more info on that....
Most of my time was spent on sniffing the data stream between hammer and car, very little with Scantool. I know the car needs to be running to obtain Actual Values with Scantool. Is your engine running?
My car is on jack stands, and when I get it back on the ground, I'll setup my sniffer and run through the scantool menus to get more info on it.
