Default Rear sway bar install problem

Hi Guys, hope you're all enjoying the weekend. I'm trying to put in a 21mm M030 rear sway bar and something doesn't look right:

The new 21mm bushings don't seem to fit in the old brackets. Did the bracket design change for larger sway bars or am I supposed to compress the bushing into the bracket???
