So i have had a few people tell me that my right tail light is brighter than the left. Except that it isn't all the time. any ideas?

Check and clean the connector for the taillight. I had similar issue where my right taillight was giving me indicators of a blown bulb, but the bulb was fine. Pull it apart, clean off the connector with a small wire brush and/or emery paper. Re-connect and smear with a little dieletric grease.

^^^this. A corroded contact acts like an added resistance in series with the bulb, which dims it.

a loose filament in the brighter bulb that shorts some of the time. Change the bulb and see i it goes away.
