Post Noise coming from right wheel area??

My car has developed a peculiar noise that seems to be coming from around the right rear wheel area. It shows generally at around 60+ mph when cruising. The best way to describe this is as if a seat belt and buckle were hanging outside the door and banging around in a non-random fashion. This sounds crazy, but I was hoping it wasn't something important like a wheel bearing. The sound seems to be under the car, rather than behind the car from the wing. Any ideas would be helpful. It seems like this would be hard to find since it sounds like outside the car. I had new tires on the car recently with a rebalance but the sound preceeded this change and was unaffected by the new tires.

Loose fender liner? Or loose rocker panel? Did the noise start soon after an oil change? These panels must be removed for an oil change. They could be missing a bolt or something.

It could also be a loose exhaust shield.

Have you poked around down there looking for anything loose? That's the first step.

Could be wheel bearing - does it happen straight away, or after a couple of miles driving? Does is click once per wheel rev? Could be hand brake internals, but if it is a loud, high pitched clang, clang, clang I think it is your wheel bearing given up. Only a guess...I am in the UK after all and can't hear the noise exactly.....

The noise is definitely not related to speed as far as I can tell, that is the sound does not get more frequent or louder with increased speed. Rather the sound seems to happen only at a higher speed. Yes, I have poked around but not seen anything definite and have NOT done anything with the oil filter stuff. That sounds like a possibility as it like something is flopping in the breeze. On my drive, I typically do not get up to higher speeds until the car is running for a while due to highway considerations. Thank you very much, this sounds tempting.

Sounds like what I had. It seems that bolts/screws have been used by Porsche (for the liner) that were too long and they make a tapping noise under certain conditions (like riving over 60 mph). I thought at first that it came from the spoiler, but the mechanic could imitate the noise by tapping the liner. Replacing screws with proper length ones eliminated the problem.
