It will tell you if your stock cat is clogged or partially with more backpressure, hence not letting the engine breath as well especially at high rpm. If it is clear, the pressures will be the same. If it isn't then you have a restriction.

SOS, Not sure, maybe you could just plug the downstream bung? I dont think that would be a problem, but I am not an expert...
