I think the main reason is noise from the rack mounts in use.
If there were noise complaints about groaning noises when the steering wheel was turned while the car was not moving, as in parking maneuvers, the 964 had an service update to install new mounts where new mount had a sandblasted appearance on its mounting face to give it a better grip to prevent the slight migration between the bolted surfaces of the mount that caused the noise.
I think the rack brace is an extension of that fix and is the final fix. I figure any motion at that joint is bad motion and the cars should have all had a brace from the '89 C4 on IMHO.
