Default Parking brake sometimes tight, sometimes not

My park brake (or handbrake as we call them down here) is sometimes nice and tight needing only a few clicks and it's nice and tight. At other times the handle travels what seems like another inch or so and doesn't seem to "bite" as much.

I've tried reversing slightly and pulling the brake to engage the self-adjust.

Any ideas, anybody?

When it tightens early, does it actually set the parking brake (ie prevent the car from rolling)? I wonder if something is jammed in the cable linkage.

Yes, it works better when it tightens early - it seems like it's properly adjusted. But then it needs extra travel all of a sudden and when it does need extra travel it doesn't set the brake as well as before. I don't know enough about the self-adjust mechanisms but I'm wondering if that's where the fault is, if there is one.

I would take off the rear wheel, caliper and disc to take a look at it working.. could be dirt\stone\something caught in there or something jamming up?
