What are these 2 blank switches used for?

Hey OP -
The rectangular shaped blank, to the left of the headlight ****, is in fact a thumb wheel controlling the headlight’s elevation; in cars so equipped. The headlight aim/elevation control is used to “dip” the headlights when in urban areas, once back out on the autobahn the aim/elevation can be back to normal. In the ROW 993s equipped with the "dip control", the actuator is built into the headlight bucket. In ROW production both the halogen and the optional HID xenon lights offered this feature.

As an aside, with the onset of HID lighting many vehicles have automatic head light leveling systems, some which are fairly elaborate.
