Default Valve Lifter Question

I'm putting my 993 motor back together. I purchased new lifters. In the shop manual it says you are supposed to check the "slop" in the lifter after a valve job. You are supposed to use a lifter that has no oil in it. When I use the brand new lifters I don't have the required "slop". In fact on the exhaust side as I screw the rocker down with the cylinder at TDC (backside of the cam lobe) the valve actully opens a bit.

My question is does anyone know if the new INA lifters come preloaded with oil. If I use one of my old "collapsed" lifters I have the required play. If the new lifters are too tight will they loosen up after the engine is started?
