its a hoooooonnnnkkkkkk, until I turn off the ignition, I meant the part number for the rubber piece (grommet?) that pushes the contacts away from each other until you press the horn.
I don’t have actual experience here, but from what I understand you have to order a whole new frame... and if you car is a 95, the frame has been superseded and you need a 96 frame and corresponding airbag.

Ok, the frame is the part with the Yellow sticker on it, right? My car is a '96, so it should be current.
Ok, so there are the 4 nuts/screws that cover the grommets. The grommets were warped and had no spring left in them, causing constant contact. There was another thread about putting some 3/8 inch tubing about 1/8 inch thick. So I figured I would give it a try. At first I put it directly inbetweeners the screw and the frame. No go, same constant honnnnnnnkkk. So I took off the frame completely, and saw that the contact is made behind the frame, where the frame and 4 metal spots on the steering wheel meet. So I placed the hose inbetween the steering wheel and the frame, I could instantly tell that the frame had regained its spring. I screwed the airbag back in, and then reconnected the battery, I twisted the key, and was relieved not to hear a honnnnnnkk. I was syched to find out that the horn worked great, and will probably hold up better then the original design, as the original design was obviously not that great. Well I hope this thread helps anyone in the future with similar problems

I have a related question here. Had a 3-spoke 996 wheel and the horn was working (trust me, you need a horn in Boston). replaced with another 3-spoke wheel and moved the airbag from old to new wheel. Horn still works, but now requires a much, much harder push.
Does something need to be bent up to make an easier contact? Any other ideas?
Tat and cleaning ICV, I know. However, it's easier to just get fat and lay on the horn. Don't need muscles, or whatever this bulldozer-looking gentleman seems to have around his upper torso.
